摘要： 通过识别环境影响因素,构筑环境承载力分析指标体系,应用层次分析法确定权重值,计算出区域环境承载力及承载水平,给出区域综合环境承载力剩余率,从而在专项规划环境影响评价后,定量地计算出对规划的综合评价即综合环境承载力相对剩余率,为规划的环境影响评价结论提供量化依据。

Abstract: The index system of the environmental carrying capacity was built based on the environmental impact factors.The weighted values were calculated by analytic hierarchy process(AHP),and the regional environmental carrying capacity and carrying level as well as the residual rate of the regional integrated environmental carrying capacity were calculated.Consequently,the integrative assessment for the planning would be made quantitatively in terms of the environmental impact assessment of the special planning,which could provide the basis for the environmental impact assessment of the planning.
